Project Analyst On Climate Risk Issues [open To All Applicants]
Organizational Context
The United Nations Development Programme (UNDP) in Uzbekistan is implementing a joint project with the Ministry of Emergency Situations and the Agency for Hydrometeorological Service. This initiative aims to modernize the national early warning system into an impact-based multi-hazard early warning system (MHEWS), focusing initially on floods, mudflows, landslides, avalanches, and hydrological drought in eastern mountainous regions. The project contributes to enhancing climate resilience and achieving Sustainable Development Goals.
Job Purpose
The Project Analyst on Climate Risks Issues will support the implementation of activities to upgrade Uzbekistan's hydro-meteorological observation network and strengthen modelling and forecasting capacities for climate hazards. This role is crucial for modernizing the country's early warning system into an impact-based MHEWS, enhancing climate risk management, and improving the resilience of communities, particularly vulnerable rural populations, to climate-induced hazards. The position contributes directly to the "Early Warning 4 all" initiative and the achievement of SDGs by ensuring timely, reliable, and actionable early warnings for hazardous weather and climate events.
Responsibilities
The Project Analyst will coordinate and implement project activities focused on upgrading the hydro-meteorological observation network and enhancing modelling and forecasting capacities. Key duties include facilitating the modernization of meteorological and hydrological observation systems, supporting the procurement and installation of technical equipment, and strengthening the capacity of national institutions like Uzhydromet for data processing and product development. The role involves coordinating the development of a Climate Risk Assessment Platform, managing procurement processes for calibration equipment, and ensuring integration with risk management systems for forecast-based actions. Additionally, the analyst will contribute to revising the National Framework for Climate Services, developing practical risk assessment guidelines, and serving as a technical resource person. Responsibilities also include organizing trainings, facilitating knowledge sharing, monitoring project progress, preparing reports, conducting field visits, and supporting communication and visibility efforts, including promoting gender equality.
Work Experience
A Master's degree holder requires no specific professional work experience. A Bachelor's degree holder needs a minimum of two years of relevant professional experience in hydrometeorological monitoring, climate change impact assessment, or climate risk knowledge. Experience with hydrometeorological observation systems, statistical modeling tools, GIS technologies, and working with international development organizations is advantageous.
