Organizational Context

The United Nations Development Programme (UNDP) in Ukraine is implementing integrated responses to the interconnected threats arising from the ongoing war, focusing on Human Security. This role supports complex project implementation arrangements, requiring robust Monitoring & Evaluation (M&E) and communication mechanisms to ensure transparency and accountability to partners, particularly the Government of Japan.

Job Purpose

The M&E and Project Implementation Support Specialist will lead the design and implementation of effective monitoring and evaluation frameworks, systems, and tools, including digital databases and mapping, to promote results-based management and programme effectiveness. The role involves providing technical support on M&E and reporting to senior management and project teams, managing project progress data, ensuring timely donor reporting, and producing communication materials. The Specialist will also support programme quality assurance and operational aspects of project implementation, fostering a collaborative, client-focused, and evidence-based approach within a portfolio management framework.

Responsibilities

Design and implement comprehensive M&E and results-based management (RBM) frameworks, systems, and tools, ensuring compliance with UNDP policies and supporting programme effectiveness. Lead the development of evaluation plans and oversee their timely execution. Provide technical advice on M&E and RBM to programme teams and management, and facilitate integrated development approaches. Support the development of implementation mechanisms for timely results delivery and act as a liaison between programme and operations units to resolve bottlenecks. Contribute to annual planning processes, including the Integrated Work Plan and Annual Business Plan, defining targets and indicators. Develop and manage digital M&E databases and mapping systems. Ensure timely and accurate donor reporting and prepare progress reports, analyzing results and advising on data interpretation. Oversee the implementation of evaluations, review Terms of Reference, and ensure effective use of findings and recommendations. Coordinate the production of publicity materials, document impact stories, and promote innovative communication strategies. Contribute to capacity building and knowledge sharing on M&E and RBM, and support the identification and dissemination of lessons learned.

Work Experience

A minimum of 5 years of relevant experience (7 years with a bachelor's degree) in M&E, programme management, or team management is required. Proven experience in designing M&E systems, development projects, and working with quantitative and qualitative data is essential. Experience with digital M&E tools, databases, and mapping is desirable. Prior UNDP experience and knowledge of the Ukraine context are assets.
