Organizational Context

The United Nations Development Programme (UNDP) in the Republic of Moldova supports climate action and resilience. The country faces significant climate vulnerability, particularly in its agriculture sector, and has set ambitious greenhouse gas reduction targets. The Ministry of Environment and the National Commission on Climate Change are key institutions, but face capacity constraints. This role supports the Climate Change Information and Knowledge Management Platform (CCIKMP).

Job Purpose

This role is crucial for ensuring the continuous, secure, and efficient operation of the Climate Change Information and Knowledge Management Platform (CCIKMP) in the Republic of Moldova. The primary purpose is to provide comprehensive technical support, system administration, and performance optimization for this vital digital resource. By maintaining high system reliability, implementing robust security measures, managing updates, and ensuring data integrity through backups, the Analyst directly contributes to the platform's availability and trustworthiness. This sustained operation is essential for supporting evidence-based decision-making, effective coordination among stakeholders, and the successful implementation of Moldova's national climate commitments, including its Nationally Determined Contributions (NDC) and adaptation strategies.

Responsibilities

The ICT Analyst will be responsible for the continuous, secure, and efficient operation of the Climate Change Information and Knowledge Management Platform (CCIKMP). Key duties include providing comprehensive technical support, system administration, and performance optimization. This involves proactively monitoring server uptime, response times, and overall portal functionality, while identifying and resolving performance bottlenecks and software errors. The role also entails safeguarding the platform by implementing and updating security measures, managing access rights, and conducting vulnerability assessments. Ensuring the CMS core, plugins, and integrations remain updated and compatible, alongside managing systematic backup and recovery processes for data integrity, are critical. Additionally, the Analyst will address technical issues reported by users promptly, maintain clear documentation of interventions, and oversee hosting and domain-related requirements to prevent service disruptions.

Work Experience

Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of documented professional experience in administering, maintaining, and improving web-based platforms and Content Management Systems (CMS), including performance monitoring, optimization, and troubleshooting.
