This role is within the Nature, Climate, and Energy unit, contributing to the country office's strategic objectives.
Job Purpose
The Environmental and Social Risk Monitoring and Management Analyst will promote the implementation of UNDP's Social and Environmental Safeguards Policy across all supported programs and projects. This involves integrating Environmental and Social Standards (ESS) according to UNDP, donor, and national requirements. The role will also support the government in strengthening the national framework for managing environmental and social risks in development programs. Working under the Deputy Resident Representative and directly supervised by the Environment Team Leader, the analyst will collaborate with country office operations and regional teams, contributing to a portfolio approach that enhances horizontal collaboration and strategic objectives.
Responsibilities
Key responsibilities include supporting the implementation of national policies for environmental and social impact assessments, ensuring compliance with national environmental management policies. This involves strengthening the political and institutional framework for these assessments and building the capacity of stakeholders on environmental and social safeguards. The analyst will provide expert advice to government institutions on preparing and implementing environmental assessment instruments, including impact assessments and Environmental and Social Management Plans (ESMPs). They will also draft terms of reference for studies, participate in project planning and annual work plans, and report on steering committee meetings. Additionally, the role involves supporting the Environment Team Leader in monitoring the implementation of UNDP's environment and climate change program, drafting strategic notes, and participating in the implementation of national strategies for sustainable environmental management, biodiversity, and climate change adaptation. The analyst will also contribute to resource mobilization, particularly for climate finance, and support knowledge management and partnership development.
Work Experience
A minimum of two years of relevant professional experience (with a Master's degree) or four years (with a Bachelor's degree) is required at the national or international level in areas such as climate change adaptation, sustainable natural resource management, disaster risk reduction, project management, or environmental management. Two years of experience in climate change adaptation, sustainable natural resource management, and disaster risk reduction is desirable. Experience in managing sustainable development or environmental projects is also desirable, as is experience in report writing.
Skills
Proficiency in environmental and social risk management, climate change adaptation and mitigation, sustainable natural resource management, and disaster risk reduction. Experience in project management, policy implementation, stakeholder capacity building, and report writing. Knowledge of UNDP procedures and environmental financing mechanisms (e.g., GEF, GCF) is beneficial. Strong analytical, communication, and collaboration skills are essential.
