Organizational Context
The Bureau for Management Services’ Office of Financial Resources Management (BMS/OFRM) supports UNDP's implementation of the 2030 agenda and Strategic Plan by developing an integrated resource management framework. BMS/OFRM maintains financial integrity, provides functional leadership, and supports efficient resource management. It acts as a business partner to Bureaux and Country Offices, offering financial management, advisory, and analytical services to enhance performance and support oversight functions.
Job Purpose
This role, within the Financial Performance Management (FPM) unit of BMS/OFRM, provides specialized technical expertise as a Subject Matter Expert (SME) in financial risk management. The purpose is to support the integrity of UNDP’s financial statements, ensure IPSAS compliance, and manage financial risks associated with programme implementation by partners. The role contributes to informed senior decision-making and sustained audit assurance by leading the development and enhancement of financial risk management policies, frameworks, and tools. It also involves managing the Annual Representation Exercise and supporting engagement with internal and external auditors, ensuring robust internal controls and financial reporting practices across the organization.
Responsibilities
Lead the development, continuous improvement, and corporate interpretation of UNDP's financial risk management policies, including the HACT Framework, and oversee the enhancement of digital tools for risk identification and monitoring. Provide strategic advisory support and training on complex financial risk matters, driving cross-functional and inter-agency coordination. Lead the planning, rollout, and technical management of the Annual Representation Exercise, ensuring coherence with the Statement of Internal Control over Financial Reporting (SICFR) risk framework. Prepare assigned sections of SICFR and related corporate reporting. Lead complex analytical reviews for IPSAS-compliant financial statements and contribute to drafting primary financial statements and notes. Produce high-level analytical insights for senior management and evaluate the impact of new IPSAS standards. Support engagement with internal and external auditors, prepare audit samples, and facilitate management responses to audit recommendations. Synthesize lessons learned and best practices in finance and contribute to knowledge networks.
Work Experience
A minimum of 5 years (with a Master's degree) or 7 years (with a Bachelor's degree) of relevant financial management/reporting experience in a large multinational or international organization is required. Experience with ERP financial systems (preferably Oracle) and knowledge of risk management principles are essential. Experience with AI, digital transformation, and process automation is desirable.
