Organizational Context
The Bureau for Management Services’ Office of Financial Resources Management (BMS/OFRM) supports UNDP's 2030 agenda and Strategic Plan by developing an integrated resource management framework. It ensures financial integrity, promotes financial sustainability, and provides advisory services to business units. The Financial Performance Management & Reporting (FPMR) unit oversees financial reporting, statement integrity, and provides timely financial information, fostering trust and accountability through robust internal controls and expert advisory support.
Job Purpose
The Finance Specialist role within the Payroll Finance Oversight (PFO) function provides specialized technical expertise and Subject Matter Expert (SME) support for payroll accounting. This position involves technical oversight, monitoring, and analysis of payroll expenses and related balance sheet accounts. The specialist will collaborate with Global Payroll Services and Benefits Entitlement Services teams to enhance payroll finance processes, advise on system configurations and accounting treatments to mitigate risks, and review high-risk transactions. The primary goal is to ensure IPSAS-compliant financial recording and reporting, contribute to reduced audit risk, and safeguard the organization against financial, compliance, and reputational risks associated with global payroll operations.
Responsibilities
Key responsibilities include establishing effective payroll finance oversight and policy implementation by reviewing and maintaining financial policies, assessing and strengthening the payroll control environment, and leading the review of payroll accounting processes. The role involves contributing to IPSAS-compliant financial statements and corporate reports, including planning, preparation, and analytical reviews. Establishing payroll controls for the Statement of Internal Control over Financial Reporting (SICFR) is crucial, involving risk and control matrix development, control testing, and remediation. The specialist will perform payroll finance oversight and analytical functions, including monitoring General Ledger accounts and performing periodic reviews. Additionally, the role entails establishing risk-informed financial policies and procedures, supporting internal and external audit processes, and facilitating knowledge building and sharing within the finance function.
Work Experience
A minimum of 5 years of experience (with a Master's degree) or 7 years (with a Bachelor's degree) in financial management, accounting, or auditing is required. Experience with IPSAS/IFRS, accrual accounting, and ERP financial systems (preferably Oracle) is essential. Experience in AI, digital transformation, and process automation is also noted.
