Human Resources Associate (open To Internal And External Applicants)
Organizational Context
The United Nations Development Programme (UNDP) in the Pacific, based in Fiji, supports ten countries in achieving the Sustainable Development Goals (SDGs). The Multi-Country Office (MCO) operates within the Strategy, Management, and Operations division, with the Operations Team providing essential support in finance, procurement, human resources, and logistics. This role is part of the Operations Team, contributing to the efficient functioning of the MCO.
Job Purpose
The Human Resources (HR) Associate plays a crucial role in the efficient execution of comprehensive HR services within the UNDP Fiji Multi-Country Office (MCO). Reporting to the Human Resources Analyst, this position ensures transparency and integrity in all HR operations, fostering a collaborative and client-oriented environment to maintain high staff morale. The HR Associate's contributions directly impact the MCO's overall efficiency, leading to improved business results and enhanced client services. The role involves supporting the implementation of HR strategies and policies, managing benefits and entitlements, facilitating performance management, and contributing to knowledge sharing within the HR function, aligning with UNDP's portfolio approach to leverage cross-functional collaboration.
Responsibilities
The HR Associate is responsible for administering and implementing HR strategies and policies, ensuring full compliance with UN and UNDP regulations. This includes managing recruitment processes, from drafting job descriptions to participating in interviews, and providing advice on recruitment for UNDP projects. The role involves facilitating position management within the ERP system, coordinating monthly payroll, and meticulously tracking HR transactions. Additionally, the HR Associate maintains the MCO staffing table, administers staff entitlements, and manages HR rosters. They also validate cost-recovery charges for HR services provided to other agencies and manage personnel data for security reporting. A key aspect is supporting staff performance management and career development, including facilitating appraisal processes and contributing to learning plans. The role also involves supporting UN-related surveys and promoting knowledge building and sharing within the HR team and across the MCO.
Work Experience
A minimum of 7 years of progressive HR management experience is required with a secondary education, or 4 years with a Bachelor's degree. Experience in administering benefits and entitlements, and proficiency with computer software (MS Word, Excel) and ERP systems are essential. Experience with UN/UNDP HR practices, HR data analysis, and UNDP policies is desirable.
