Organizational Context

UNDP Ethiopia is the lead agency for governance and institution building, supporting the country's ambitious development plan focused on institutional strengthening, good governance, rule of law, human rights, and peacebuilding. The Country Office (CO) advances democratic governance and peacebuilding initiatives, aligning with UNDP's Strategic Plan and the Renewed Governance and Peacebuilding Framework for Africa. The role sits within the Democratic Governance and Peacebuilding Unit, contributing to a whole-of-office approach.

Job Purpose

The Team Leader, Democratic Governance and Peacebuilding (DGP) is a critical role within UNDP Ethiopia, responsible for leading the DGP Unit and advancing the CO's response to democratic governance developments. The position requires a politically astute professional to provide technical and operational support for policy, legal, and institutional reforms, and capacity development. The role involves leading UNDP's work in democratic governance and peacebuilding, advocating for priorities, liaising with stakeholders, and providing strategic advice. The Team Leader will guide the design, implementation, and monitoring of projects, supervise the DGP team, and ensure cross-sectoral collaboration to achieve strategic goals and foster sustainable development in a post-conflict context.

Responsibilities

Lead and coordinate the implementation of UNDP Ethiopia's governance and peacebuilding programme strategies, ensuring quality assurance from formulation to reporting. Provide high-quality policy analysis and technical advisory services to internal teams, government, non-governmental partners, and development partners. Initiate policy dialogues and debates on key governance issues. Advise senior management on programme context, risks, and opportunities. Develop and implement resource mobilization strategies, fostering partnerships with government, civil society, UN agencies, and the private sector. Supervise and guide the Democratic Governance and Peacebuilding Unit team, ensuring effective delivery of the portfolio and cross-unit collaboration. Oversee monitoring and evaluation, financial management, and reporting, ensuring accountability and effective use of funds. Prepare substantive technical outputs, briefs, and strategy papers, introducing innovative ideas and promoting international best practices.

Work Experience

Minimum of 7 years of experience with a Master's degree, or 9 years with a Bachelor's degree, in advising governments and development partners on governance and public sector issues. This includes programme support, capacity development, policy advice, governance assessments, and monitoring and evaluation. Experience in leading multi-disciplinary teams and working with international organizations like UNDP or UN agencies is advantageous.
