Job Purpose
The Program Analyst, Governance, ensures that UNDP's governance interventions in Niger align with national priorities, including the PRR 2026-2029, the UN Sustainable Development Cooperation Framework (UNSDCF), and the UNDP Country Programme Document (CPD). The role promotes inclusive, gender-sensitive, and locally relevant approaches, focusing on programmatic coherence and technical quality. The incumbent supports the planning, implementation, and monitoring of governance portfolio activities, coordinating with institutional and technical partners. This includes producing analyses, contributing to performance data collection and analysis, and preparing reports to inform decision-making. The position aims to strengthen inclusive and accountable governance, equitable access to services, and sustainable social cohesion and peace in Niger.
Responsibilities
The Program Analyst, Governance, is responsible for planning and designing programs and projects, ensuring alignment with national development priorities, UNSDCF, and CPD. This includes developing annual work plans, results frameworks, and budgets, as well as contributing to project design with inclusive and results-oriented approaches. The role involves operational implementation and coordination of governance activities, ensuring adherence to work plans, budgets, and UNDP procedures, and managing partnerships with government ministries, local authorities, civil society, and UN agencies. Monitoring, evaluation, and quality assurance are key, involving the establishment of M&E systems, analysis of performance data, and contribution to reviews and evaluations. Resource mobilization efforts include identifying funding opportunities and preparing project proposals. The analyst will also provide technical coordination and advice, representing UNDP in relevant forums and contributing to technical notes and strategic dialogue. Finally, the role encompasses reporting, accountability, and knowledge management, ensuring timely and quality reporting and capitalizing on programmatic experiences.
Work Experience
The role requires experience in supporting the operationalization and effective implementation of governance priorities. This includes experience in strategic and operational planning, project design, and coordination of programmatic activities. Experience in monitoring and evaluation, resource mobilization, and partnership management is also essential. The ability to analyze performance data and contribute to reporting and knowledge management is expected.
