Job Purpose
The Monitoring, Evaluation and Learning (MEL) and Data Specialist will support the DHE MPTF Secretariat in developing and implementing fund-level strategies, guidelines, and processes for effective MEL. This role is crucial for assessing the performance, impact, and outcomes of the DHE, enabling results-based management, and fostering evidence-based learning. Key responsibilities include developing the Fund's Theory of Change, MEL Framework, reporting systems, data collection methodologies, and evaluation processes. The specialist will ensure alignment with MPTF requirements and donor expectations, leveraging expertise in framework development, data analysis, and promoting learning cultures within a complex, multi-stakeholder environment. The position is home-based.
Responsibilities
The MEL and Data Specialist will lead fund-level MEL activities, including developing and implementing the Theory of Change, MEL Framework, performance indicators, and associated processes. This involves establishing standardized tools for data collection, analysis, and reporting, and leading periodic reviews of the Theory of Change. The role requires establishing a consolidated MEL Framework integrating project-level outcomes and outputs to monitor overall fund impact, including links to SDG outcomes. The specialist will define performance indicators with baselines and targets, develop a MEL work plan and reporting schedule, and contribute to Steering Committee updates. They will also design and oversee evaluations, serve as the MEL focal point, and manage evaluation stages from assessment to the use of findings. Additionally, the role supports Participating Organizations' MEL activities, advises on data management and analysis, facilitates evidence generation and lessons learned, and contributes to the overall functioning of the Secretariat.
Work Experience
A minimum of 5 years of relevant professional experience in Monitoring, Evaluation, and Learning (MEL) at an international level is required, with at least three years focused on managing MEL systems. Experience in results-based management, evaluating complex projects, and implementing MEL systems for large portfolios or joint programs is essential. Experience handling complex situations and balancing multiple responsibilities is also required.

Proven experience in results-based management, monitoring and evaluation of complex projects and multi-country program implementation. Demonstrated expertise in designing and implementing MEL systems for large program portfolios. Ability to handle complex situations and multiple responsibilities. Experience with database, data analytics, and data visualization packages is desirable. Experience within the UN system or similar international organizations is desirable. Fluency in English with exceptional writing, presentation, and communication skills.
