Organizational Context
The United Nations Development Programme (UNDP) partners with the National Council of Justice (CNJ) in Brazil on project BRA/25/025, aimed at strengthening cybersecurity and transparency within the Judiciary. Job Purpose
The Cybersecurity Culture Management Analyst will lead the "Fostering Cybersecurity Culture" workstream within the BRA/25/025 project, a partnership between UNDP and the CNJ in Brazil. This role is crucial for developing and implementing strategies to enhance cybersecurity awareness and practices across the Judiciary. The analyst will be responsible for planning, coordinating, and supervising activities related to building a robust cybersecurity culture, ensuring alignment with project objectives and contributing to the overall strengthening of institutional security, transparency, and efficiency in judicial processes. The position operates remotely, requiring suitable home-based work conditions.
Responsibilities
The Cybersecurity Culture Management Analyst is responsible for leading the "Fostering Cybersecurity Culture" workstream. Key duties include strategic planning and coordination of initiatives for developing institutional capacities, prevention, response, education, innovation, and certification in cybersecurity across various branches of the Justice system. This involves structuring advanced cybersecurity training programs, promoting safe digital practices and risk perception among CNJ staff, and developing innovative cybersecurity solutions through an innovation lab. The role also entails establishing institutional certification models, defining maturity indicators, and monitoring cultural impact. Additionally, the analyst will produce reports, foster institutional partnerships with educational and research bodies, facilitate knowledge management by documenting best practices, and support strategic decision-making through data analysis.
Work Experience
Candidates with a Master's degree require no professional experience. Those with a Bachelor's degree must have at least two years of experience in training programs, institutional capacity development, or fostering digital culture. Desired experience includes data analysis, applied research, strategic planning, public policy, designing and implementing institutional training strategies, project management, stakeholder engagement, and using data for decision-making.
