Job Purpose
The Programme Specialist (Environment and Climate) manages and develops a substantive program portfolio focused on environment, climate change, resilience, and natural resource management in Suriname. Reporting to the Deputy Resident Representative, the role is crucial for executing and accelerating program delivery, building new initiatives aligned with national priorities and UNDP policies, and fostering partnerships with government, donors, and international organizations. The incumbent will also contribute to the senior management team's strategic planning, policy development, and knowledge management, while leading the Environment and Climate Change team and collaborating across UNDP units and with regional bodies.
Responsibilities
Key responsibilities include formulating and implementing UNDP programme strategies and policies, contributing to country assessments and programme documents, and acting as the Focal Point for Social and Environmental Standards. The role involves managing the Environment and Climate Change programme cycle, from design to implementation, ensuring quality assurance and risk management. This includes leading and coordinating activities, overseeing budget and resource utilization, and managing team members and stakeholder relationships. Additionally, the Specialist will establish and maintain strategic partnerships, support resource mobilization efforts, particularly with vertical funds, and provide top-quality advisory services. This involves synthesizing best practices, strengthening advocacy networks, and contributing to knowledge management within UNDP.
Work Experience
A minimum of 5 years (with Master's) or 7 years (with Bachelor's) of experience in environmental, climate change, or natural resource management policy support is required. Experience with Surinamese government institutions, project/programme management (design, monitoring, evaluation), partnership building, and resource mobilization is essential. Leadership and team management experience are also required.
