Human Resources Associate
Organizational Context
The United Nations Development Programme (UNDP) in South Africa is committed to supporting the nation's development journey through initiatives focused on youth and women empowerment, renewable energy, state capability building, disaster response, biodiversity, and innovation. This role operates within the Strategy, Management, and Operations department, supporting the Country Office's (CO) improved business model and collaborative approach.
Job Purpose
The HR Associate, under the guidance of the Operations Manager, is responsible for ensuring the transparent and efficient execution of Human Resources services within the UNDP Country Office in South Africa. This role supports the CO's strategic objectives by managing HR operations, promoting a client-oriented approach, and fostering high staff morale. The HR Associate collaborates closely with internal teams, UNDP HQ, and other UN agencies to resolve HR-related issues and contributes to the overall effectiveness of the HR function, ensuring compliance with UN and UNDP policies and procedures. The position also involves supervising support staff within the HR Unit.
Responsibilities
Administer and implement HR strategies and policies, ensuring compliance with UN/UNDP regulations and effective functioning of HR systems. Support the mapping and updating of HR Standard Operating Procedures (SOPs) and provide guidance on HR policies and contractual modalities. Participate in inter-agency exercises and surveys, and manage HR risk. Provide comprehensive HR services, including managing recruitment processes from job description drafting to interview participation, and processing contracts. Maintain HR records, staffing tables, and provide information for cost-recovery. Oversee staff performance management, talent management, and career development activities, acting as secretary to relevant management groups. Facilitate knowledge building and sharing by organizing training, assisting with onboarding, and synthesizing best practices.
Work Experience
A minimum of 7 years of progressive HR or administrative experience with a high school diploma, or 4 years with a bachelor's degree, is required. Experience with computer software (MS Word, Excel) and HR management systems (ERP) is essential. Experience with UN/international agencies, recruitment processes, performance management, and talent management is desirable.
