Job Purpose
The Project Admin and Finance Associate will be responsible for the comprehensive financial and administrative management of the Merged Areas Governance Programme (MAGP) in Peshawar, Pakistan. This role is crucial for ensuring the project's financial integrity, operational efficiency, and compliance with UNDP policies, donor agreements, and national regulations. The Associate will provide essential financial analysis and advice to the Project Manager and senior management, support budget development and forecasting, and manage contracts and procurement processes. By maintaining accurate financial records, overseeing expenditures, and facilitating audits, the role directly contributes to the effective delivery of project objectives and the achievement of UNDP's development goals in Pakistan, particularly in enhancing governance and inclusive development in the Merged Areas.
Responsibilities
Manage the project's overall financial and administrative operations, ensuring strict adherence to UNDP policies, donor agreements, and national regulations. Maintain accurate and up-to-date accounting records according to international principles. Provide financial analysis and advice to support decision-making, monitor and reconcile project accounts, and ensure timely liquidation of advances. Prepare and certify all financial transactions, including vouchers, payments, and payroll. Support the development of annual and quarterly work plans and budgets, and certify the Combined Delivery Report (CDR). Facilitate annual audits, prepare responses, and implement recommendations. Develop monthly shadow budgets and expenditure forecasts, and advise on financial risk management strategies. Coordinate operations, procurement, HR, and administrative functions, ensuring effective service delivery and compliance. Develop, manage, and monitor contracts with implementing partners and service providers. Oversee procurement processes for goods and services, and manage asset and inventory control systems. Provide operational assistance during audits and donor reviews, ensuring high-quality reporting and documentation. Serve as the primary focal point for financial and operational matters with stakeholders and ensure effective internal control systems.
Work Experience
A minimum of 7 years of related experience with secondary education, or 4 years with a bachelor's degree, is required, preferably within the UN system or similar international development projects. Experience in financial accounting, auditing, reporting, financial planning, budgeting, contract management, and inventory management is essential. Familiarity with UN system operations and working with donors and government counterparts is also highly desirable.
Skills
Proficiency in MS Word, Excel, and web-based management systems; advanced spreadsheet and database skills. Experience in financial accounting, auditing, reporting, financial planning, budgeting, contract management, and inventory management. Knowledge of UN system operations and donor/government procedures. Fluency in Urdu and English.
