The Impact Measurement Verification and Learning (IMVL) Unit, within UNCDF's Front Office, assesses the effectiveness of UNCDF's work and provides data-driven recommendations to enhance performance and strategic actions.
Job Purpose
The Impact Measurement Verification and Learning (IMVL) Manager will lead the generation, verification, and utilization of high-quality impact intelligence to inform investment decisions, manage portfolio performance, ensure stakeholder accountability, and drive organizational learning. This role is crucial for assessing the impact of UNCDF's investments, particularly in challenging markets like LDCs and SIDS. The manager will contribute to strategic areas such as transaction structuring, pipeline development, risk analysis, and knowledge sharing, ensuring that UNCDF's programming effectively achieves development objectives and supports the 2030 Agenda for Sustainable Development. The position aims to enhance UNCDF's ability to scale impact, attract investment, and foster market transformation.
Responsibilities
The IMVL Manager is responsible for strategic impact measurement, verification, and learning, providing intelligence to guide investment strategy, pipeline development, and portfolio performance. This includes developing impact intelligence products, analyzing trends in blended finance and impact investing, and creating impact theses aligned with UNCDF priorities. The role involves institutionalizing learning, developing guidance materials, and disseminating lessons learned and best practices. Key duties include ensuring robust impact measurement across investments, leading the development of impact intelligence products, and integrating contextual intelligence into decision frameworks. The manager will also oversee the IMM system, data systems, and digital tools, safeguarding data integrity and managing verification processes. Additionally, responsibilities encompass accurate reporting to stakeholders, organizational engagement, and leading a team to deliver high-quality analytical and technical outputs, including managing work plans and mentoring staff.
Work Experience
A minimum of 10 years of progressively responsible experience in international finance and development, including at a senior level, is required with a Master's degree (12 years with a Bachelor's). Experience in financial modeling, transaction structuring (loans, guarantees), underwriting, due diligence, and structuring bankable projects in developing countries is essential. Experience partnering with the private sector for development outcomes and designing impact management frameworks within development finance institutions is also required.
