Organizational Context
The United Nations Capital Development Fund (UNCDF) is an autonomous UN organization dedicated to assisting developing countries, particularly LDCs, in economic development through grants, loans, and guarantees. UNCDF mobilizes and catalyzes capital flows for SDG-impactful investments, focusing on local financial systems and mobilizing private sector capital. The organization operates in three priority areas: SME Finance, Sub-National Finance, and Digital Finance, with regional hubs in Dakar, Nairobi, and Bangkok.
Job Purpose
The Global Programme Analyst (Finance and Accounting) will provide essential support to the management of the Local Climate Adaptive Living Facility (LoCAL) programme across Asia-Pacific, Africa, MENA, and the Caribbean. This role is crucial for ensuring the effective administration and implementation of operational and financial management strategies within the LoCAL portfolio. The analyst will manage project budgets, offer financial support, and serve as a global helpdesk for financial management, particularly concerning National Implementation (NIM) advances and liquidations. Additionally, the position involves managing HACT planning and micro-assessment execution, maintaining reporting dashboards, and ensuring proper control over global office accounts and knowledge management, all contributing to the successful financial operations of the LoCAL programme.
Responsibilities
The Global Programme Analyst (Finance and Accounting) is responsible for ensuring full compliance of financial activities with UN/UNDP/UNCDF rules and regulations, implementing effective internal controls, and managing project and award creation/management in the ERP system (Quantum). This includes preparing budget revisions, supporting financial closure of projects, and overseeing financial analysis for the LoCAL portfolio. The role involves drafting annual work plans and budgets, monitoring expenditure rates, reviewing financial reports, and preparing payment requests and financial records in line with NIM and Direct Implementation procedures. The analyst will act as a global helpdesk for NIM advance liquidations, providing guidance to country teams, maintaining liquidation trackers, and escalating systemic issues. Furthermore, the position entails managing HACT planning, supporting audit processes, mapping implementing partners, updating micro-assessment schedules, maintaining HACT and risk dashboards, and drafting ToRs for assurance activities.
Work Experience
Applicants with a Master's degree require no specific professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience in financial management, programme operations, and administration at the national or international level. Experience with UN financial systems and NIM modalities is highly desirable.
