Organizational Context
The United Nations Capital Development Fund (UNCDF) is an autonomous UN organization dedicated to assisting developing countries, particularly LDCs, by supplementing capital assistance through grants, loans, and guarantees. UNCDF mobilizes and catalyzes capital flows for SDG impactful investments, focusing on areas of greatest need. It operates as a hybrid development organization and development finance institution, working with various partners to develop local financial systems and mobilize capital.
Job Purpose
The Operations Analyst, reporting to the Operations Assurance and Effectiveness Advisor, plays a crucial role in supporting UNCDF's operational management. This position is responsible for coordinating procurement activities and overseeing asset and premises management, ensuring strict adherence to UNDP/UNCDF regulations, rules, policies, and procedures. The role requires a client-oriented approach and close collaboration with internal units. The Operations Analyst contributes to the effective functioning of the Operations and Oversight Division (OOD) by ensuring operational continuity, compliance, and efficiency, thereby supporting UNCDF's strategic goals and its mission to mobilize and catalyze finance for sustainable development.
Responsibilities
The Operations Analyst is responsible for ensuring administrative compliance and implementing operational strategies by upholding UNCDF rules and policies, managing day-to-day office operations, and coordinating logistical requirements. This includes supporting visa and UNLP processes and managing corporate card payments. The role involves coordinating administrative operations such as meetings, correspondence, and maintaining filing systems, as well as collecting and presenting operational data for management review.
Effective coordination of the procurement process is key, involving contribution to annual procurement plans, recommending procurement strategies, and providing analytical support throughout the procurement cycle, including drafting solicitation documents and managing tender processes. The analyst will maintain supplier rosters, review procurement cases for committees, and implement internal controls for purchase orders.
Oversight and compliance for assets and premises include coordinating physical asset verification, reviewing submissions, and recommending disposal methods. The role also involves monitoring lease agreements, tracking expirations, and maintaining a premises dashboard. Furthermore, the analyst facilitates knowledge building and sharing through training on ERP systems, procurement modules, travel procedures, and asset management.
Work Experience
A minimum of two years of progressive experience in procurement and administration at the national or international level is required with a Master's degree, or four years with a Bachelor's degree. Experience with computers, office software, automated procurement systems, asset management, and procurement within an international organization is essential. Experience in HQ and field procurement, data analytics for operations, and UN/UNDP/UNCDF rules is desired.
