Organizational Context
UN Women Mali is implementing a project to strengthen the capacities of the National Observatory of Agricultural Land (ONAFA) and land commissions (CoFo) in gender-sensitive land database management and monitoring & evaluation. This initiative aims to improve land governance, reduce land conflicts, and enhance women's access to and control over agricultural land, contributing to social stabilization and peacebuilding in Mali.
Job Purpose
The National Expert will design, deliver, and report on a training program for ONAFA staff, Ministry of Agriculture technical services, and other stakeholders involved in agricultural land governance. The training will focus on gender-sensitive land database management and gender-sensitive monitoring and evaluation of Land Commissions. The purpose is to enhance participants' understanding of gender issues in land data, master database management tools, improve data analysis and reporting, and develop operational roadmaps for better land data systems and gender-sensitive M&E, ultimately contributing to more effective land governance and conflict prevention.
Responsibilities
The National Expert is responsible for the technical preparation, design, and delivery of a training program on gender-sensitive land database management and M&E for Land Commissions. This includes developing a methodological note, detailed training program, pedagogical materials (modules, participant guides, presentations), and evaluation tools (pre/post-tests, feedback forms). The expert will create case studies and practical exercises, facilitate the training using a participatory approach, and guide participants in developing reusable tools like data collection templates, gender-sensitive indicator matrices, and operational roadmaps. The role also involves producing a final training report detailing outcomes, analysis, recommendations, and developed tools, ensuring effective coordination with the supervisor and timely delivery of all outputs.
Work Experience
A minimum of five years of relevant professional experience in data management, M&E, information systems, or institutional development is required. Proven experience in designing, structuring, managing, and analyzing databases is necessary. Experience in project/program M&E, including indicator formulation and performance analysis, is essential. Experience integrating gender into information systems or M&E frameworks is also required. Experience in designing and delivering practical training for public institutions or development projects is needed.
