National Consultant - Gender Expert
Organizational Context
UN Women Armenia supports national partners in strengthening legal, policy, and institutional frameworks for gender equality and preventing violence against women. This consultancy contributes to bridging global commitments with national reality by translating international standards into actionable policies, fostering multi-stakeholder dialogue, and building institutional ownership to drive sustainable change and uphold women's rights.
Job Purpose
This consultancy aims to provide crucial technical support for the development of a draft National Action Plan to facilitate the smooth implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, in anticipation of its upcoming ratification. The role involves close consultation with UN Women and national stakeholders to ensure the plan aligns with international standards and addresses Armenia's specific context, ultimately strengthening the national response to gender-based violence.
Responsibilities
The National Consultant will provide technical and substantive support for the preparation of the Action Plan. Key tasks include conducting a targeted desk review and analysis of Armenia's national framework against the Convention's requirements, identifying priorities and gaps. The consultant will support stakeholder consultations with government institutions and civil society, and develop a comprehensive draft Action Plan with clear objectives, actions, responsible institutions, timelines, and monitoring arrangements. Responsibilities also include clarifying institutional roles and coordination mechanisms, developing a practical monitoring and reporting framework, facilitating the validation of the draft plan, and finalizing the document with a summary report.
Work Experience
A minimum of 5 years of relevant professional experience in gender equality and women's rights is required (with a Master's degree, or 7 years with a Bachelor's). Experience in gender mainstreaming, understanding the Council of Europe Convention, and developing national strategies or action plans is essential. Familiarity with the Armenian context and demonstrated experience consulting with government and civil society are also required.
Skills
Technical credibility in policy research and legislative analysis, excellent analytical, drafting, facilitation, and communication skills, and demonstrated knowledge of international gender equality and human rights standards.
