National Consultant - Costing Specialist
Organizational Context
UN Women Armenia supports national partners in strengthening legal, policy, and institutional frameworks for gender equality and preventing violence against women. This consultancy focuses on costing the draft National Action Plan for implementing the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, ensuring viable long-term funding.
Job Purpose
This consultancy aims to provide specialized technical support in the costing and financial planning of Armenia's draft National Action Plan for the implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence. The consultant will develop a comprehensive budget and resource-mobilization framework, conducting a financial assessment of planned interventions, establishing cost metrics for line ministries, and aligning the Action Plan with national budgetary processes to ensure sustainable funding for survivor protection, prevention, and multi-sectoral response systems.
Responsibilities
The National Consultant will provide technical expertise for costing the Action Plan. Key tasks include conducting a desk review of relevant documents, developing and agreeing on a costing methodology and framework adapted to Armenia's context, identifying cost components for activities, collecting and validating financial data through consultations, developing detailed cost estimates with clear methodology and assumptions, analyzing existing resources and financing gaps, integrating costing into the Action Plan structure, presenting and validating preliminary costing with stakeholders, and finalizing the costing framework, calculations, and supporting documentation.
Work Experience
Requires at least 5 years of relevant professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) in public finance, programme costing, budgeting, financial analysis, or costing of national strategies/action plans. Experience in costing national strategies, preferably in social sectors or gender equality, and knowledge of public financial management and Armenia's budgeting context are essential. Experience in developing costing methodologies and working with government institutions is also required.
