International Consultant / Evaluator for the Final Evaluation of the UN Women Project: Women’s Increased Leadership for Democracy in Georgia (WILD)
Organizational Context
UN Women in Georgia, supported by the Swiss Agency for Development and Cooperation, is implementing the "Women’s Increased Leadership for Democracy in Georgia" project. This initiative aims to enhance women's and girls' full and equal participation in decision-making and benefit from gender-responsive governance. The project focuses on increasing women's leadership, engagement in political life, and the adoption of gender-responsive policies and practices.
Job Purpose
This role serves as an International Consultant/Evaluator responsible for conducting the final evaluation of the UN Women project "Women’s Increased Leadership for Democracy in Georgia." The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, and sustainability, including its contribution to human rights and gender equality. The findings will support strategic learning and planning processes for UN Women and its donor, the Swiss Development and Cooperation Agency, and will inform future programming in women's leadership and decision-making in Georgia. The evaluation will also identify lessons learned, best practices, and provide actionable recommendations for future programmatic developments.
Responsibilities
Conduct a comprehensive final evaluation of the "Women’s Increased Leadership for Democracy in Georgia" project, assessing its relevance, coherence, effectiveness, efficiency, sustainability, and contribution to human rights and gender equality. This includes analyzing the implementation strategy, validating project results against outcomes and outputs, and examining the project's contribution to Sustainable Development Goals. The consultant will document lessons learned, best practices, success stories, and challenges, and identify strategies for replication and up-scaling. Key tasks involve developing an evaluation methodology, reconstructing and validating theories of change, conducting interviews and focus group discussions with stakeholders, developing a sampling frame, ensuring data quality, and preparing a final evaluation report with actionable recommendations for future programmatic developments and partner ownership.
Work Experience
A minimum of five years of practical experience in conducting evaluations of strategies, policies, and projects is required. Additionally, at least five years of experience and knowledge in gender equality, gender mainstreaming, gender analysis, and women's empowerment are necessary. Experience and knowledge of gender equality and women's empowerment issues in Georgia and/or the region are also required. Excellent analytical, facilitation, and communication skills are essential. Knowledge of human rights issues and the human rights-based approach within the UN system is considered an asset.
