National Consultant to Support the Final Evaluation of the UN Women Project: Women’s Increased Leadership for Democracy in Georgia (WILD)
Organizational Context
UN Women in Georgia is implementing the "Women’s Increased Leadership for Democracy in Georgia" project, supported by the Swiss Agency for Development and Cooperation. This project, launched in April 2023, aims to ensure women and girls fully and equally participate in decision-making and benefit from gender-responsive governance. The role is within the Governance and National Planning department, focusing on advancing gender equality and women's empowerment.
Job Purpose
This consultancy is to support the final evaluation of the UN Women project "Women’s Increased Leadership for Democracy in Georgia (WILD)". The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, and sustainability, including its contribution to human rights and gender equality. The findings will be used for accountability, strategic learning, and future programming by UN Women and the Swiss Development and Cooperation Agency. The evaluation will also inform national stakeholders and contribute to building an evidence base on effective strategies for women's empowerment in Georgia, identifying lessons learned and best practices for replication and up-scaling.
Responsibilities
The National Consultant will support the final evaluation of the "Women’s Increased Leadership for Democracy in Georgia" project. This involves contributing to the development of the evaluation methodology, including reconstructing and validating the project's theories of change. The consultant will conduct qualitative research, including developing research instruments, conducting interviews and focus group discussions with key stakeholders such as project teams, government partners, NGOs, and beneficiaries. Responsibilities include analyzing data, documenting key findings, and preparing reports. The consultant will ensure the evaluation adheres to human rights and gender equality principles, assesses progress towards outcomes and outputs, identifies reasons for achievements or shortcomings, and evaluates the project's contribution to SDGs and sustainability. Recommendations for future programming and replication of best practices will also be developed.
Work Experience
A minimum of five years of experience in gender equality, gender mainstreaming, gender analysis, or women's empowerment is required (seven years if holding a first-level university degree). At least five years of experience in conducting or supporting project/strategy evaluations and qualitative research, including instrument development, interviews, and data analysis, is also necessary (seven years if holding a first-level university degree). Excellent writing and reporting skills are essential. Experience with gender analysis and human rights-based approaches is required. Knowledge of Georgia's gender equality situation is an asset.
