Programme Analyst - Affirmative Procurement
Organizational Context
UN Women is dedicated to gender equality and the empowerment of women. This role supports the "Women’s Economic Empowerment Through Affirmative Inclusion" project in Nigeria, focusing on affirmative procurement. The Programme Analyst will work within the Economic Empowerment unit, reporting to the Programme Specialist, WEE, and collaborating with various stakeholders to ensure successful project implementation and UN Women's mandate.
Job Purpose
The Programme Analyst provides crucial support to the effective management of UN Women programmes in Nigeria, specifically contributing to the design, formulation, implementation, and evaluation of initiatives focused on Women's Economic Empowerment (WEE). This role is instrumental in analyzing results, ensuring proper application of systems, and fostering collaboration with internal teams, government officials, donors, and civil society. The purpose is to drive the successful implementation of UN Women's WEE portfolio, with a particular emphasis on affirmative procurement and finance, thereby advancing gender equality and women's economic empowerment within the country.
Responsibilities
Manage and provide technical assistance for the "Women’s Economic Empowerment Through Affirmative Inclusion" project, leading national activities and monitoring progress against work plans. Coordinate consultants and contractors, and manage relationships with key partners to address challenges and ensure smooth implementation. Oversee financial resources, including budgeting and expenditure tracking. Advise senior management and partners on integrating affirmative finance principles into national policies. Identify capacity-building needs and provide technical assistance to foster gender-responsive financial services. Support and oversee technical experts assisting women-led SMEs in accessing finance. Contribute technically to WEE programme strategy development, proposal design, and implementation, including coordinating calls for proposals and reviewing partner reports. Provide technical support for monitoring and reporting on programme activities, results, and indicators. Contribute to building partnerships and resource mobilization strategies, and provide inputs for advocacy, knowledge building, and communication efforts.
Work Experience
Requires at least one year of progressive experience in development programme/project implementation, coordination, monitoring, evaluation, and donor reporting. Experience in public policy and strategy for women's entrepreneurship is needed, along with in-depth knowledge of gender/public procurement procedures in West and Central Africa. Experience with private sector affirmative sourcing and supply chain practices is beneficial. Experience with international institutions and designing training for women entrepreneurs is an asset. Fluency in English is required.
