Job Purpose
The Programme Specialist provides essential technical and programme management support to the Integrated Programming Unit (IPU) in Afghanistan. This role is vital for the development, implementation, monitoring, and reporting of projects, ensuring alignment with UN Women's objectives and donor requirements. The specialist will coordinate project planning, provide technical assistance to partners, enhance partner management, and ensure quality assurance and results-based management across various programme areas and sub-offices. The position contributes to coherent, accountable, and results-focused programme delivery in a complex environment.
Responsibilities
The Programme Specialist will provide advisory support and technical guidance for the Integrated Programme Unit, leading project management and implementation, and offering technical advice to sub-offices on partner management and results-based management. Responsibilities include monitoring project implementation, ensuring resource utilization, and analyzing project documents for alignment with workplans. The role involves overseeing capacity building for the unit by assessing needs and developing training plans for project and partner management. Additionally, the specialist will lead the monitoring and reporting function, establishing standards, analyzing progress, managing performance indicators, and coordinating report preparation. The position also involves managing knowledge-building efforts by synthesizing best practices and lessons learned, documenting capacity building, and contributing to knowledge products.
Work Experience
A minimum of 5 years of progressive experience in project/programme development, strategic planning, coordination support, or change management is required. Proven experience in drafting high-quality proposals and reports is essential. International development experience, particularly in project management and gender equality, is required, along with technical knowledge of gender equality programming (EVAW, GIHA, livelihoods). Proficiency in computer software and web-based management systems is necessary. Experience with Oracle Cloud, advanced project management expertise, and prior UN system experience are desirable.
