Consultant to Develop a Handbook on Gender-Responsive Policing to Address Technology-Facilitated Gender-Based Violence in Viet Nam

UN Women in Viet Nam supports the country's Socio-Economic Development Plan and National Strategy for Gender Equality, aligning with the UN Sustainable Development Cooperation Framework. The focus is on gender equality commitments and the 2030 Agenda, particularly addressing climate change, economic transformation, and social justice. The role operates within the context of increasing technology-facilitated gender-based violence (TFGBV) and UN Women's partnership with the Ministry of Public Security (MPS) to enhance gender-responsive policing.
Job Purpose
This consultancy aims to develop a practical Handbook on Gender-Responsive Policing to address Technology-Facilitated Gender-Based Violence (TFGBV) in Viet Nam. The handbook will translate existing concepts and messages into concrete operational guidance for frontline police officers, covering identification, investigation, survivor support, and inter-agency coordination. Additionally, the consultant will develop a training package based on the handbook and deliver two training workshops for police officers and relevant stakeholders in Dien Bien and Da Nang. This initiative supports the institutionalization of gender-responsive policing practices within the police system, contributing to safer and more inclusive digital spaces for women and girls.
Responsibilities
The consultant will develop a comprehensive Handbook on Gender-Responsive Policing to address TFGBV. This involves reviewing relevant legislation, policies, and international best practices, as well as existing project materials. Consultations with the Ministry of Public Security (MPS) and UN Women will inform the handbook's content, which will include an overview of TFGBV, principles of gender-responsive policing, procedures for handling cases, evidence collection, referral mechanisms, and practical tools like case studies and checklists. The consultant will also facilitate a validation workshop and revise the handbook based on feedback. Furthermore, they will develop a 2-day training curriculum and materials, and deliver two training workshops for up to 100 frontline police officers in Dien Bien and Da Nang, documenting participant feedback and recommendations for future implementation.
Work Experience
Requires a minimum of 10 years of relevant working experience in developing handbooks, tools, or guidance related to laws, public security, or gender equality/GBV in Viet Nam. Additionally, a minimum of 10 years of experience in providing technical assistance and coordinating training on law, public security, cybersecurity, or gender equality/gender-based violence in Viet Nam is essential. Prior consultancy experience with the Ministry of Public Security (MPS) and/or UN agencies in Viet Nam is considered an advantage.
