Organizational Context

UN Women in Bosnia and Herzegovina is implementing a project focused on a just and inclusive green transition, funded by Sweden. This initiative aims to strengthen the evidence base on gender-responsive energy poverty approaches, enhance women's climate resilience and green transition capacities, and promote their participation in local energy and climate planning.

Job Purpose

This consultancy aims to provide technical leadership for designing, preparing, and delivering municipal engagement activities under Activity 3. The role involves supporting women's meaningful participation in municipal energy and climate planning and decision-making. The consultant will contribute expertise to stakeholder dialogues and capacity development programs, drawing on evidence and stakeholder inputs to inform municipal engagement processes. The position is part of a three-consultant team, requiring collaborative work to ensure coherence and integrated technical outputs.

Responsibilities

Lead the design, preparation, and delivery of municipal engagement activities (Activity 3), developing the methodology, practical tools, workshop materials, and facilitation approach. Contribute technical expertise on municipal energy and climate planning to stakeholder dialogues (Activity 1) and capacity development programs (Activity 2). Co-facilitate dialogues and workshops, identifying opportunities and barriers for women's participation in municipal planning. Develop and deliver technical content on municipal energy and climate planning and participatory processes for capacity development workshops. Integrate technical contributions from other consultants into the municipal engagement process. Ensure activities are linked to existing municipal planning processes and promote inclusive participation.

Work Experience

Requires a minimum of five years of experience in municipal energy and climate planning, sustainable energy planning, or climate resilience. Additionally, a minimum of three years of experience in developing methodologies, technical guidance, or practical resources for municipal planning processes is needed. Demonstrated experience in designing and facilitating participatory planning and stakeholder consultations, including integrating gender equality, is also essential.
