Organizational Context

UN Women in Bosnia and Herzegovina is implementing activities under a UN-to-UN Agreement focused on understanding and addressing energy poverty, funded by Sweden. This initiative aims to promote a just and inclusive green transition by enhancing gender-responsive approaches, building women's capacities for climate resilience, and increasing their participation in local energy and climate planning.

Job Purpose

This consultancy aims to provide technical leadership on gender equality, vulnerability, and social inclusion within energy poverty policy. The role involves leading the preparation, delivery, and documentation of dialogues on gender and energy poverty, contributing to a national policy dialogue, and providing substantive technical input for capacity development and municipal engagement activities related to the green transition. The consultant will collaborate with other national consultants to ensure coherence and integrated outputs, reporting to the Programme Analyst and under the supervision of the Programme Management Specialist.

Responsibilities

Provide technical leadership for three in-person Gender and Energy Poverty Dialogues, including developing concepts, discussion frameworks, and facilitating discussions on policy implications. Lead the technical preparation and moderation of a national policy dialogue during SDG Week 2026, focusing on evidence-based, inclusive, and gender-responsive energy and climate policies. Contribute technical expertise on gender equality, vulnerability, and social inclusion to the design and delivery of capacity development workshops for women on green transition topics. Provide technical input to municipal engagement activities, supporting women's meaningful participation in local energy and climate planning. Collaborate with other consultants to ensure coherence and integrated outputs across all activities.

Work Experience

Requires a minimum of five years of experience in gender equality, vulnerability, and/or social inclusion, including policy analysis and recommendation development. Additionally, a minimum of three years of experience in energy poverty, energy and climate policy, or related areas is needed. Five years of experience in designing and facilitating stakeholder consultations, policy dialogues, or workshops with diverse groups is also essential.
