Organizational Context
UN Women in Burundi is implementing the UN Sustainable Development Cooperation Framework (UNSDCF) for 2023-2027, aligned with national priorities and the SDGs. This framework focuses on economic transformation, human capital development, and environmental sustainability. The role supports the evaluation of this framework, ensuring alignment with national development goals and the 2030 Agenda.
Job Purpose
This consultancy aims to conduct a comprehensive evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Burundi. The purpose is to assess its strategic positioning and effectiveness in contributing to national development results and the achievement of SDGs. The evaluation will inform future programming, enhance accountability, and provide strategic lessons learned. The role specifically focuses on evaluating the integration of cross-cutting principles such as gender equality, human rights, and the 'Leave No One Behind' principle within the UNSDCF.
Responsibilities
The consultant will be responsible for the transversal evaluation of the integration of UN principles across the UNSDCF's strategic priorities and outcomes. This includes conducting an in-depth analysis of how gender equality, human rights-based approaches, and the inclusion of youth, persons with disabilities, and peacebuilding have been applied in the UNSDCF's design and execution. The consultant will analyze the effective targeting of vulnerable and marginalized groups and assess the extent to which UNSDCF monitoring and reporting mechanisms document results related to human rights, gender equality, and the Leave No One Behind principle. Key tasks involve identifying and documenting lessons learned, best practices, innovations, and significant changes related to the promotion of women's rights, gender equality, and human rights. The consultant will also ensure data collection tools are gender-sensitive and participatory, conduct consultations with relevant stakeholders, and contribute to the final report by drafting the chapter on cross-cutting criteria and ensuring the systematic integration of the LNOB dimension.
Work Experience
A minimum of 10 years of proven experience in promoting, analyzing, or evaluating projects focused on gender, human rights, and social inclusion in Burundi is required. Experience with local civil society actors and community dynamics is also necessary. Proficiency in ethical and inclusive group facilitation is expected.
