Consultant to Lead the Development and Delivery of the WPS Training for Indonesia's Defense Sector, BRIDGES 4 PEACE
Organizational Context
UN Women Indonesia is implementing the BRIDGES 4 PEACE project (2026-2028), a regional initiative focused on advancing the Women, Peace and Security (WPS) agenda within defense institutions across Southeast Asia. The project aims to strengthen understanding and operationalization of WPS by examining policies, institutional arrangements, and training within defense sectors. This role supports efforts to integrate gender and WPS principles, particularly in Indonesia's defense sector.
Job Purpose
This consultancy aims to lead the development and delivery of a national WPS training program for Indonesia's defense sector. The consultant will design and facilitate a co-creation workshop with key stakeholders from the Ministry of Defense and Indonesian Armed Forces to develop the training curriculum. The role involves refining materials based on a rapid assessment, designing and leading a Training of Trainers (ToT), and co-facilitating the national training. The objective is to build capacity within the defense sector on WPS, ensuring alignment with national commitments and emerging security issues, and documenting lessons learned for institutional uptake.
Responsibilities
The consultant will lead the development and delivery of a national WPS training program. Key responsibilities include designing and facilitating a co-creation workshop to develop the training curriculum and participatory exercises with defense sector representatives, civil society, and academia. This involves reviewing existing materials and preliminary assessment findings, and consolidating outputs into draft training packages. The consultant will refine these materials based on the final rapid assessment report and design a post-training evaluation survey. Additionally, the role requires designing and leading a Training of Trainers (ToT) to build facilitation capacity among selected resource persons. The consultant will coordinate and co-facilitate the national-level WPS training, ensuring effective delivery and participant engagement. Finally, the consultant will analyze post-training evaluation results and produce a comprehensive final report with recommendations for institutionalization.
Work Experience
A minimum of 5 years of relevant professional experience in gender equality, Women, Peace and Security (WPS), or training design/facilitation is required (7 years for a bachelor's degree). Demonstrated experience in designing and facilitating participatory training methodologies, including scenario-based learning, is essential. Proven experience in WPS programming, gender and security, or gender-responsive institutional reform is necessary. Experience with multi-stakeholder co-creation processes and proficiency in creating organized materials using digital tools are also required. Prior engagement with defense or military institutions is an asset.
