Organizational Context

UN Women's Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women's empowerment challenges across 42 countries. It supports normative, coordination, and programming functions, overseeing operations and providing strategic guidance. To enhance agility and alignment with strategic priorities, a functional and structural review is underway. This role supports HR operations for both the regional office and field offices.

Job Purpose

This role provides crucial surge and capacity-building support for HR operations within the UN Women Regional Office for Asia and the Pacific (ROAP) and its field offices. The consultant will advise senior management and HR colleagues on overall HR management, lead various HR processes including recruitment and consultant management, and assist with benefits, onboarding, contract maintenance, and offboarding. Additionally, the role involves coordinating with operations on position management and advising on HR planning. A key function is to build the capacity of HR staff across the region, ensuring effective and efficient HR service delivery aligned with UN Women's strategic objectives.

Responsibilities

The HR Consultant will advise senior management and HR colleagues on overall HR management. They will provide surge support to ROAP and field offices, leading HR processes such as local and international recruitment, and the recruitment and management of consultants. Responsibilities also include administering benefits and entitlements, onboarding, contract maintenance, and offboarding, in coordination with relevant UN entities. The consultant will liaise with Operations/Budget teams on position management to ensure funding and contract alignment. Furthermore, they will review and advise on HR planning, including corporate and project-specific planning. A significant duty is to provide capacity building to HR staff within the Asia-Pacific region, enhancing their skills and knowledge. Other assigned functions will be performed as agreed with the supervisor.

Work Experience

A minimum of 5 years of progressive experience in human resource management is required. This includes experience in recruitment and selection, benefits administration, and HR business partnering. Experience working within the UN system is essential, as is regional and country-level experience in Asia and the Pacific.
