National Consultant - Organizational Development
Organizational Context
UN Women in the State of Palestine supports national priorities aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) for 2023-2025. The role is within the Gender Unit of the High Judicial Council (HJC), contributing to the joint rule of law programme "Reinforcing equal access to justice for all Palestinians - Sawasya III". The consultant will provide operational and coordination support to strengthen the Gender Unit's planning, monitoring, and reporting functions.
Job Purpose
This consultancy aims to provide essential operational, planning, monitoring, reporting, and coordination support to the Gender Unit at the High Judicial Council (HJC). The purpose is to facilitate the effective implementation and follow-up of gender mainstreaming activities and initiatives within the justice sector. By strengthening the institutional performance of the Gender Unit, this role will enhance systematic monitoring, documentation, reporting, and participatory support for related policies, processes, advocacy efforts, and capacity-building initiatives, ultimately contributing to greater gender equality and women's empowerment in Palestine.
Responsibilities
The consultant will support the implementation and follow-up of the Gender Unit's annual workplan and related activities, maintaining tracking systems for activities, outputs, and timelines. Responsibilities include assisting in the preparation and consolidation of periodic reports and relevant supporting documentation, and maintaining organized filing and information management systems to strengthen institutional record keeping. The role involves facilitating coordination and communication between the Gender Unit, Planning Department, UN Women, and other stakeholders. Additionally, the consultant will support logistical and administrative arrangements for meetings, consultations, workshops, and capacity-building activities, and monitor progress against agreed timelines, flagging any delays or challenges. The consultant will also assist in preparing and updating monthly workplans, drafting meeting minutes, supporting data collection and verification, and performing other related coordination and operational support tasks as required.
Work Experience
A minimum of 3 years of progressively responsible experience in programme support, administration, project coordination, monitoring, reporting, or related operational support functions is required. Experience in work planning, activity tracking, report preparation, documentation management, and stakeholder coordination is also essential. Desirable experience includes maintaining filing systems, databases, records management, knowledge of gender equality issues, experience with governmental institutions (especially the justice sector), and working with the UN or international organizations.
