National legal expert on gender equality, human rights and institutional accountability
Organizational Context
UN Women Moldova works to eliminate discrimination against women and girls, empower women, and achieve gender equality. Guided by its Country Strategic Note 2023-2027, the office focuses on ending violence against women, women's leadership, economic empowerment, and the humanitarian nexus. UN Women partners with national and international actors to strengthen legal and institutional frameworks, ensuring accountability mechanisms are in place across public, private, and non-governmental sectors.
Job Purpose
This consultancy aims to provide expert legal support, capacity building, and institutional accountability assistance to public institutions, private sector entities, and non-governmental organizations in Moldova. The role will focus on advancing gender equality, non-discrimination, and the prevention of gender-based violence, including workplace harassment. The consultant will contribute to strengthening legal and policy frameworks, enhancing institutional responses, and aligning national practices with international human rights standards, thereby supporting Moldova's commitments to gender equality and the effective implementation of recent legislative changes, such as ILO Convention No. 190.
Responsibilities
The National Legal Expert will provide expert legal analysis and advisory support, including reviewing and revising draft laws, regulations, and internal policies related to gender equality and non-discrimination. This involves identifying legislative gaps, assessing compatibility with international standards like CEDAW and the Istanbul Convention, and preparing technical presentations. The expert will also design and deliver capacity-building interventions, including trainings and workshops for various institutions and organizations on gender equality, gender mainstreaming, and preventing violence and harassment. Furthermore, the role includes reviewing and recommending improvements to internal institutional procedures and accountability mechanisms for addressing discrimination and harassment, and supporting the drafting of new policies and tools.
Work Experience
A minimum of five years of professional legal experience is required, along with at least five years of demonstrated collaboration with public institutions, private entities, or NGOs on legal and policy instruments. Experience in human rights or gender equality, and in designing/delivering training or mentoring programs, is considered an asset.
