Evaluation Consultant
Organizational Context
UN Women, through its Ending Violence Against Women (EVAW) Section, works globally and regionally to eliminate discrimination against women and girls and achieve gender equality. The ACT Programme, a partnership with the European Union, focuses on strengthening feminist movements, advocacy, and coalition-building to end violence against women, particularly in Africa and Latin America.
Job Purpose
This role serves as an Evaluation Consultant for the ACT Programme, tasked with conducting a final evaluation to assess its effectiveness, efficiency, impact, and sustainability. The consultant will examine how well the programme achieved its objectives in strengthening women's rights movements and enhancing advocacy for ending violence against women. The evaluation will provide formative and summative insights, identifying strengths, weaknesses, and actionable recommendations for future UN Women programming in this critical area.
Responsibilities
The Evaluation Consultant will assess the ACT Programme's relevance to the needs of women's rights organizations and its coherence with other EVAWG initiatives. Key responsibilities include evaluating the effectiveness in achieving objectives related to movement strengthening and advocacy, and analyzing the efficiency of resource utilization and implementation approaches. The consultant will also assess the programme's impact and sustainability, identifying contributions to long-term change in ending violence against women and girls. Identifying good practices, innovations, lessons learned, and providing actionable recommendations for future programming are crucial duties.
Work Experience
Requires at least 7 years of progressive experience in planning, programming, reviews, and/or evaluation, with a focus on development programs related to human rights, gender, and results-based management. Extensive experience in evaluating gender equality, women's rights, and ending violence against women programs is essential. Experience with UN agencies, participatory and gender-responsive evaluation methodologies, and qualitative/quantitative data analysis is strongly preferred.
