Organizational Context

UN Women Timor-Leste is implementing the UN Sustainable Development Cooperation Framework (UNSDCF) 2026-2030, focusing on gender equality as a central pillar. This role supports the UN Country Team (UNCT) in assessing its gender mainstreaming efforts through the UNCT-SWAP Gender Equality Scorecard, aligning with national priorities and the 2030 Agenda.

Job Purpose

This consultancy aims to facilitate a comprehensive analysis of the UNCT-SWAP Gender Equality Scorecard in Timor-Leste. The purpose is to assess the UNCT's effectiveness in gender mainstreaming, promoting gender equality, and empowering women. The role will identify areas of strength and weakness against UN minimum requirements, provide recommendations for technical assistance, and foster constructive dialogue to improve the UN's support for gender equality and women's empowerment within the country's development framework.

Responsibilities

The National Consultant will lead and facilitate the UNCT-SWAP Gender Equality Comprehensive Scorecard exercise. This includes reviewing background documents, developing an inception report with methodology and timeline, and conducting an orientation session for UNCT members. The consultant will support the in-country assessment by orienting the Inter-Agency Assessment Team (IAT), mapping performance indicators, and facilitating working sessions with key stakeholders. Responsibilities also include conducting gender analysis of verification documents, completing the rating matrix, drafting the UNCT-SWAP narrative report and Action Plan, and debriefing with relevant UN bodies. Finally, the consultant will facilitate the validation and finalization of the assessment report and action plan, ensuring alignment with UNCT feedback and submission deadlines.

Work Experience

A minimum of 7 years of experience in gender mainstreaming within development programs at national and international levels is required. At least 3 years of experience in results-based management, review, or evaluation is also necessary. Experience in gender data collection and analysis, including interviews, surveys, and focus groups, is an asset.
