International Consultant: End of Programme Review of the UN Joint Programme “Empower for Inclusion” in Timor-Leste
Organizational Context
The UN Women-implemented "Empower for Inclusion" (E4I) Joint Programme in Timor-Leste (Jan 2024-Apr 2026) aims to strengthen national capacity for implementing the Convention on the Rights of Persons with Disabilities (CRPD) and promote disability-inclusive development. This programme, a collaboration between UN Women, OHCHR/HRAU, and UNICEF, works with the Ministry of Social Solidarity and Inclusion and Organizations of Persons with Disabilities, aligning with national action plans and SDG goals.
Job Purpose
This International Consultant role is to conduct a learning-oriented end-of-programme review for the UN Joint Programme “Empower for Inclusion” in Timor-Leste. The review will assess progress against outputs, identify strategic recommendations for sustainability, and evaluate the catalytic impact of interventions in mainstreaming disability inclusion. The findings will inform national stakeholders and the UNPRPD Fund on the programme's effectiveness, relevance, and appropriateness, providing insights for future programming and policy alignment with CRPD and SDGs.
Responsibilities
Conduct a comprehensive end-of-programme review of the "Empower for Inclusion" Joint Programme in Timor-Leste, assessing progress against intended results, objectives, outputs, and indicators. Analyze the relevance, coherence, and appropriateness of the programme design and implementation approach. Evaluate the effectiveness of implementation, documenting achievements, challenges, and lessons learned. Review the sustainability of programme results, including institutional capacities and partnerships. Develop practical, forward-looking recommendations for future programming, resource mobilization, and scaling successful approaches. Utilize a mixed-methods approach including desk reviews, key informant interviews, online consultations, and site visits, ensuring inclusive and accessible data collection. Prepare an inception report, interim findings report with transcripts, and a final review report with an executive summary and presentation.
Work Experience
Requires a minimum of 5 years of experience in disability inclusion, inclusive development, and CRPD-related work. Proven experience in drafting human rights reports, programme reviews, or inclusive policy analysis is essential. Experience in capacity development for government organizations and CSOs, particularly in disability mainstreaming, is necessary. Prior experience with UNPRPD frameworks or the UN system is a strong asset.
