National Consultant on Inclusion and Gender Mainstreaming to EU Accession
Organizational Context
UN Women Ukraine supports national priorities including women's political participation, gender-responsive public policy, and economic empowerment. The unit focuses on enhancing capacities of government and civil society for gender-responsive governance and advancing Ukraine's EU accession process, aligning with the Women, Peace and Security Agenda.
Job Purpose
This consultancy aims to provide expert and technical support to the Government Commissioner on Gender Equality Policy in Ukraine. The role will focus on ensuring inclusion and gender mainstreaming throughout the EU accession process. The consultant will advise on aligning Ukrainian legislation with EU acquis, facilitate dialogues, and support capacity-building initiatives for national and local stakeholders to effectively integrate gender equality principles into the EU integration framework.
Responsibilities
The National Consultant will provide expert and technical support to the Apparatus of the Government Commissioner on Gender Equality Policy on inclusion and gender mainstreaming in the EU accession process. Key tasks include supporting coordination and communication with government and parliamentary institutions to identify priorities and adapt legislation. The consultant will offer legal and policy advice, screen national legislation against EU acquis, and develop proposals for alignment. Responsibilities also encompass providing policy advice on inclusion and gender mainstreaming throughout the EU integration and monitoring process, preparing analytical materials, facilitating public discussions and multistakeholder consultations, and supporting training activities for stakeholders at national and local levels.
Work Experience
A minimum of two years of relevant work experience post-Master's degree is required in human rights, gender equality, governance, public administration, or related fields. Proven experience in providing legal support for aligning Ukrainian legal frameworks with the EU accession process is essential. Knowledge of EU acquis, human rights, and gender equality frameworks is necessary. Experience with UN Women, EU institutions, or coordination with government authorities is considered an asset.
