Technical Lead and Drafter, Papua New Guinea National Action Plan on Women, Peace and Security

UN Women is dedicated to gender equality and the empowerment of women. In Papua New Guinea, UN Women is providing technical assistance to the Government's development of its first National Action Plan on Women, Peace and Security (NAP WPS). This plan aims to translate national priorities into an implementable framework with clear responsibilities and monitoring mechanisms.
Job Purpose
This role serves as the Technical Lead and principal Drafter for Papua New Guinea's National Action Plan on Women, Peace and Security (NAP WPS). The consultant will translate agreed government priorities, evidence, and stakeholder inputs into a coherent and technically robust NAP WPS. The purpose is to support the Government-led process by providing expert technical assistance, ensuring the plan is evidence-based, nationally grounded, results-based, and implementable, while maintaining government ownership of policy decisions. The role involves close collaboration with government mechanisms and UN Women PNG, integrating specialist inputs on monitoring, costing, and financing.
Responsibilities
The Technical Lead and Drafter will conduct a comprehensive desk review of relevant WPS frameworks and national policies. They will refine the NAP WPS structure and outline, developing a detailed drafting methodology and workplan. The consultant will serve as the principal national technical drafter, progressively developing the NAP chapter by chapter, and presenting drafts for discussion and feedback. Key tasks include integrating results frameworks, monitoring arrangements, costing outputs, and financing considerations into the plan. The role also involves drafting coordination and implementation arrangements, including Terms of Reference for the interdepartmental mechanism, and ensuring all drafts reflect stakeholder inputs while preserving government ownership. The final output will be a consolidated NAP WPS package ready for national validation.
Work Experience
Requires at least 7 years of professional experience in policy development, strategic planning, peacebuilding, WPS, gender equality, or governance. Demonstrated knowledge of PNG's context in these areas is essential. Experience in drafting national policies, action plans, and results frameworks is required, along with technical knowledge of the WPS agenda. Experience working with government institutions, facilitating multi-stakeholder processes, and synthesizing diverse inputs into policy documents is also necessary. Desirable experience includes developing results-based frameworks, monitoring, and financing considerations, as well as working with local stakeholders in PNG.
