Job Purpose
The Programme Management Specialist provides strategic leadership and technical support to advance gender equality and women's empowerment across UN Women's mandate areas in Syria. This role involves leading advocacy, coordination, and technical support to the Syrian government and stakeholders. The Specialist is crucial for establishing and maintaining strategic partnerships and ensuring effective coordination with government, UN system partners, and civil society to advance national gender equality priorities, contributing to gender-responsive programming and policy engagement.
Responsibilities
Oversee programmatic development for humanitarian, women's economic empowerment (WEE), and coordination initiatives, ensuring alignment with strategic notes. Advise on programme design, formulation, and provide feedback on strategies and documents. Offer technical expertise for programme planning, implementation, monitoring, and reporting systems. Review proposals, donor reports, and policy documents. Provide technical support for programme implementation, assessing work plans, and ensuring compliance with goals. Establish and maintain relations with government, partners, and donors for collaboration and resource mobilization. Oversee monitoring and reporting, review progress against results frameworks, and prepare technical reports. Manage programme budgets and financial situations, ensuring adherence to delivery rates. Lead and manage personnel, conduct performance reviews, and ensure capacity development. Build partnerships and develop resource mobilization strategies. Lead knowledge building and sharing efforts, synthesizing best practices and lessons learned. Represent UN Women in UN system coordination forums.
Work Experience
Requires at least 7 years of progressive experience in programme management, including design, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in gender-related areas and UN coordination, programme, and policy analysis is essential. Experience in setting priorities, budgets, work plans, and programme development is also required. Experience leading and coaching staff internationally and using computer software packages is necessary. Experience in Syria or the Arab States region and with Oracle Cloud is desirable.
