Organizational Context

UN Women supports inclusive governance globally, focusing on gender equality, women's empowerment, and effective public institutions. In Lebanon, UN Women partners with the Office of the Minister of State for Administrative Reform (OMSAR) on the National Governance Program for Public Boards and Leadership (NGP). This program aims to enhance the governance capacities of public officials. This consultancy role supports the NGP by developing and delivering a module on the institutional and oversight ecosystem.

Job Purpose

This consultancy aims to design, develop, and deliver an executive learning module focused on the 'Institutional and Oversight Ecosystem' for Lebanon's National Governance Program for Public Boards and Leadership (NGP). The module will equip board members and senior public leaders with the knowledge and practical tools to understand and navigate oversight bodies, formal and informal influence channels, and sustain governance continuity. The objective is to strengthen effective, accountable, ethical, and inclusive governance within Lebanon's public institutions, integrating principles of gender equality and disability inclusion.

Responsibilities

The consultant will design and develop a comprehensive executive learning module on the 'Institutional and Oversight Ecosystem' for the NGP. This includes drafting an inception report detailing methodology, work plan, and outcomes, ensuring alignment with Lebanese governance frameworks and international standards. The consultant will create a complete learning package comprising a Learning Guide, Participant Handbook, Facilitator Guide, presentation materials, Lebanese governance case studies, practical exercises, and a Governance Toolkit. Quality assurance and consistency across all materials are essential. Finally, the consultant will deliver the module, ensuring an interactive and participant-centred learning experience that promotes practical application of governance principles within the Lebanese public sector.

Work Experience

A minimum of 7 years of experience in public sector governance, institutional development, or governance reform is required, including experience in designing and delivering executive learning programs. Demonstrated experience with governance, accountability, and oversight systems is essential. Experience developing training materials, case studies, and simulations for senior public officials is required. Experience adapting international governance standards to national contexts is necessary; experience in Lebanon is highly desirable. Integrating inclusive governance principles is also desirable.

Skills

Expertise in public sector governance, institutional development, and capacity building. Skill in designing and delivering executive learning programs and adult education. Ability to develop comprehensive learning materials, case studies, and practical tools. Understanding of Lebanese governance frameworks and international standards.
