National Consultant - National Assessment On The Status Of Gender Mainstreaming In Major National Development Programs And Mega Projects
Organizational Context
UN Women Ethiopia, in partnership with UNFPA and with EU/Spanish funding, aims to strengthen gender mainstreaming systems within the government. This involves enhancing institutional capacity, gender statistics, coordination, and accountability mechanisms. The initiative focuses on integrating gender perspectives into national development programs and mega projects to ensure they contribute to gender equality and women's empowerment.
Job Purpose
This consultancy aims to assess the current status of gender mainstreaming within Ethiopia's major national development programs and mega projects. The purpose is to generate evidence-based findings and actionable recommendations to enhance the integration of gender equality and women's empowerment objectives across the entire project lifecycle, from planning and design to implementation, monitoring, evaluation, financing, coordination, and accountability. The assessment will identify best practices, bottlenecks, and capacity gaps to inform strategies for more gender-responsive large-scale initiatives.
Responsibilities
The consultant will conduct a national assessment on gender mainstreaming in major development programs and mega projects. Key responsibilities include identifying relevant projects, assessing gender integration in planning, design, and implementation, and evaluating gender-responsive budgeting and financing. The consultant will also review monitoring, evaluation, and reporting systems for gender-sensitive data and outcomes, identify best practices, and pinpoint institutional, technical, financial, and coordination bottlenecks. Furthermore, the role involves assessing capacity gaps, developing practical recommendations, and proposing a framework or checklist for gender-responsive projects. Deliverables include an inception report, desk review, data collection, draft and final assessment reports, and presentations at stakeholder workshops.
Work Experience
Requires at least 7 years of progressive experience in gender equality and women's empowerment initiatives. Demonstrated experience in conducting assessments, evaluations, or research studies is essential. Proven expertise in gender mainstreaming and gender-responsive planning/budgeting, along with experience working with government institutions and development partners, is also required. Experience assessing large-scale development programs or national initiatives is necessary.
