Organizational Context
UN Women supports inclusive governance globally, aiming to eliminate discrimination and achieve gender equality. In Lebanon, UN Women partners with the Office of the Minister of State for Administrative Reform (OMSAR) on the National Governance Program for Public Boards and Leadership (NGP). This program strengthens public institutions by enhancing the governance capacities of board members and senior public officials, promoting accountability, transparency, and ethical leadership.
Job Purpose
This consultancy aims to design, develop, and deliver Module 3: Strategy and Budget Oversight for the National Governance Program for Public Boards and Leadership in Lebanon. The module will equip public board members and senior public leaders with essential competencies, practical tools, and leadership capabilities for effective, accountable, ethical, and inclusive governance. The objective is to strengthen their capacity in strategic oversight, institutional performance monitoring, financial planning, and budgeting processes, ensuring alignment with international standards and the Lebanese context. The learning package will emphasize experiential learning and practical application through case studies and simulations.
Responsibilities
The consultant will design and develop a comprehensive executive learning module on Strategy and Budget Oversight, including an Inception Report, Learning Guide, Participant Handbook, Facilitator Guide, presentation materials, Lebanese governance case studies, practical scenarios, simulations, and a Governance Toolkit. Responsibilities include ensuring quality assurance, consistent terminology, and alignment with Lebanese legislation and international standards. The consultant will also deliver the module, ensuring a high-quality, interactive, and participant-centered experience that promotes practical application of governance principles within Lebanon's public sector, tailoring delivery to participant profiles.
Work Experience
A minimum of 7 years of experience in designing and delivering executive learning programs in public sector strategic planning, financial management, or budget oversight is required. Experience with public budget cycles, adapting governance principles to national contexts (Lebanon experience desirable), and applying adult learning methodologies to translate complex material into practical content is also necessary.
