Organizational Context
UN Women supports inclusive governance globally, aiming to eliminate discrimination and achieve gender equality. In Lebanon, UN Women partners with the Office of the Minister of State for Administrative Reform (OMSAR) on the National Governance Program for Public Boards and Leadership (NGP). This program strengthens the capacities of public board members and senior officials to enhance institutional effectiveness, accountability, and transparency, aligning with SDG 16.
Job Purpose
This consultancy aims to design, develop, and deliver Module 2: Role of the Board and Governing Bodies for Lebanon's National Governance Program for Public Boards and Leadership (NGP). The module will equip public board members and senior leaders with essential governance competencies, practical tools, and leadership skills for effective, accountable, ethical, and inclusive oversight. The objective is to strengthen their capacity to exercise oversight in line with international standards and the Lebanese institutional context, integrating principles of inclusive governance and gender equality.
Responsibilities
The consultant will draft an inception report detailing the module's methodology, work plan, and learning outcomes, ensuring alignment with NGP objectives and Lebanese governance frameworks. Subsequently, they will develop a comprehensive Learning Module package, including a Learning Guide, Participant Handbook, Facilitator Guide, presentation materials, Lebanese case studies, interactive exercises, and a Governance Toolkit. This package must be technically sound, practically relevant, and adapted to the Lebanese public sector context, integrating international best practices and gender equality principles. Finally, the consultant will deliver the executive learning package, ensuring high-quality, interactive sessions that promote practical application of governance principles, encourage peer learning, and address participant queries. They will also document key observations and submit a post-session report.
Work Experience
A minimum of 7 years of experience in designing, developing, and delivering executive learning programs in public governance or a related field is required. Experience in inclusive governance and applying adult learning methodologies is essential. Experience with gender equality integration, adapting international principles to national contexts (especially Lebanon), and corporate governance is desirable.
