Gender-responsive budgeting (GRB) is a key strategy to ensure public resources address the needs of all genders. UN Women supports Ethiopia's efforts to institutionalize GRB and budget tagging, aiming for more effective allocation of resources towards gender equality.
Job Purpose
This consultancy aims to conduct a follow-up assessment of Gender-Responsive Budgeting (GRB) and Budget Tagging (GRBT) initiatives in Ethiopia. Building on previous assessments, the role will evaluate progress, document implementation, identify best practices and challenges, and analyze the 2026/27 Federal and Regional Budgets from a gender perspective. The objective is to establish baseline data for measuring budget allocations to gender-specific initiatives and programmes, strengthening results-based monitoring and reporting on gender equality financing. The consultant will work under the supervision of UN Women and UNFPA, collaborating with government partners to institutionalize GRB and improve budget tracking.
Responsibilities
The consultant will undertake a targeted follow-up assessment of GRB and GRBT initiatives at federal and selected regional levels. Key responsibilities include assessing progress in gender-responsive planning, budgeting, and monitoring systems; documenting the implementation of GRB and GRBT initiatives; reviewing the use of budget tagging and Gender Budget Statements; mapping existing GRB/GRBT initiatives and identifying key institutions, results, challenges, and replication potential. The role involves conducting a gender analysis of the 2026/2027 Federal budget, identifying institutional, technical, financial, and data gaps affecting GRB/GRBT implementation, and providing practical recommendations for institutionalization, budget tracking, reporting, and scaling up approaches. Deliverables include an inception report, desk review findings, consultation summaries, a draft assessment report, and a finalized report with an executive summary and supporting documents.
Work Experience
A minimum of 5 years of progressive experience in gender equality, women's empowerment, public finance, public policy, planning, or institutional assessment is required. Demonstrated experience in gender-responsive budgeting, planning, or public financial management is essential. Proven experience in conducting assessments, evaluations, or research studies, and experience working with government institutions at federal and/or regional levels are necessary. Experience analyzing budget documents and developing baseline data or monitoring frameworks is also required. Experience with UN agencies is an advantage, and familiarity with Ethiopia's public finance systems is desirable.
