This role supports the country office's commitment to preventing sexual exploitation, abuse, and harassment (SEA/SH) through a victim-centred approach and zero-tolerance policy.

Job Purpose

This International Consultant role aims to strengthen UN Women Afghanistan's internal capacity to prevent and respond to sexual exploitation, abuse, and harassment (SEA/SH). The consultant will provide essential technical and operational support, transferring expertise to enhance the country office's institutional mechanisms. By conducting assessments, developing recommendations, and facilitating capacity-building initiatives for staff and partners, the role directly contributes to creating a safer and more equitable environment, aligning with UN Women's zero-tolerance policy and inter-agency PSEA standards.

Responsibilities

The International Consultant will conduct a comprehensive capacity assessment of UN Women Afghanistan Country Office regarding SEA/SH prevention. Based on findings, tailor-made recommendations will be developed for programmatic and leadership actions to be integrated into the country office's strategic note. The consultant will provide guidance and technical advice to UN Women personnel and partners on developing SEA/GBV risk assessments, utilizing existing tools and methodologies. This includes coaching and mentoring on identifying contextual risks, particularly in high-risk settings, and strengthening capacity through practical training and on-the-job support. The role also involves promoting alignment with UN Women policies and inter-agency standards, providing strategic guidance to PSEA focal points, and facilitating capacity development activities for focal points, partners, personnel, and contractors.

Work Experience

A minimum of 7 years of professional experience is required in areas such as PSEA/SH, prevention and protection from gender-based violence (GBV), gender mainstreaming, humanitarian affairs, or staff misconduct. Direct experience as an in-country PSEA Focal Point/Coordinator is essential. Demonstrated experience in conducting partner capacity assessments and facilitating capacity development activities and trainings is also required. Familiarity with global UN PSEA structures, policies, and tools is necessary. Experience within the UN System or in the Afghanistan context is desirable.
