Job Purpose

This consultancy aims to provide technical and coordination support to UN Women Viet Nam in advancing the care economy agenda. The role will contribute to the implementation of national and subnational care policies and programs, including initiatives related to the Population Law, Law on the Elderly, and 'caring-city' projects. The consultant will support preparations for international forums and other relevant care-related initiatives, ensuring gender equality and women's empowerment are central to these efforts. The position is crucial for strengthening the care system in Viet Nam, addressing demographic shifts and gender disparities in care responsibilities.

Responsibilities

The consultant will provide demand-driven technical and coordination support for advancing the care economy agenda in Viet Nam. This includes contributing to the implementation of the Population Law and the amendment of the Law on the Elderly, focusing on gender and care-responsive measures. The role involves supporting national and subnational care policies and programs, as well as 'caring-city' initiatives in Da Nang and Ho Chi Minh City. Additionally, the consultant will assist in preparations for the 2027 APEC Women and the Economy Forum and other relevant care-related initiatives. Key tasks include policy analysis, advocacy, research, and contributing to the development of decrees and training curricula for professional elderly care workers, ensuring gender equality considerations are integrated.

Work Experience

Requires at least 15 years of professional experience in social protection, economics, or public policy, with a focus on gender mainstreaming. A minimum of 10 years of experience in policy advocacy for gender equality and women's empowerment is necessary, with experience in integrating gender and care considerations into laws and policies being an advantage. Demonstrated experience in research, policy analysis, report preparation, and workshop facilitation with government and private sector stakeholders is also required.
