The role supports the EU4Gender Equality II project, aiming to enhance national capacities for aligning policies with EU standards and promoting gender mainstreaming.
Job Purpose
This role serves to provide expert technical guidance and strategic advice to UN Women Albania and national partners for the implementation of the EU4Gender Equality II project. The primary purpose is to support the Government of Albania and local government units in aligning sector reforms, strategies, and plans with the EU Gender Equality acquis. The position will contribute to strengthening capacities for gender mainstreaming in policy development, programming, and EU accession processes, ultimately advancing gender equality and the empowerment of women and girls in Albania in line with the 2030 Agenda and EU integration objectives.
Responsibilities
The Senior International Gender Adviser will provide expert advice on project activities, support functional assessments of sector governance structures, and advise on gender-sensitive reviews of Albanian legislation for EU approximation. Responsibilities include developing methodologies for assessing governance structures, guiding the selection and review of policy documents, and providing capacity support to key government partners like the Prime Minister’s Office and SASPAC on gender mainstreaming and EU accession procedures. The role also involves guiding local government units in mainstreaming gender into policies and plans, developing gender mainstreaming guidance notes, and preparing gender-specific analyses for IPA III programming. Additionally, the adviser will facilitate stakeholder engagement, support participation in strategic events, and contribute to policy dialogue on Gender Equality and EU Integration.
Work Experience
Requires at least 15 years of professional experience in designing, supporting, or managing gender mainstreaming/GEWE programs with international organizations. A minimum of 5 years of hands-on experience in implementing EU gender equality policy within European Integration and IPA programming is essential. Experience in building partnerships with governments, donors, and civil society is also necessary. Prior research and analysis experience on gender inequalities in EU accession countries, particularly the Western Balkans, is advantageous.
