Organizational Context
UN Women is implementing the regional 'Dare to Care' (DTC) programme in the Arab States region (October 2023-April 2027), aiming to transform patriarchal social norms and masculinities. The programme focuses on four priority countries: Morocco, Egypt, Jordan, and Tunisia, promoting gender equality and women's empowerment through engaging men and boys in unpaid care and household responsibilities. It is funded by Sida, GIZ, and the Basque Country's International Development Cooperation Agency.
Job Purpose
The Monitoring and Evaluation (M&E) Consultant will ensure the effective monitoring, evaluation, and reporting of the UN Women 'Dare to Care' (DTC) regional programme. This role involves strengthening M&E processes and systems, developing M&E tools for the programme and its partners, building the M&E capacity of these partners, and fostering a data-driven M&E culture. The consultant will support the development of all necessary M&E systems and fulfill reporting requirements for donors, contributing to the programme's goal of transforming social norms and promoting gender equality.
Responsibilities
The Monitoring and Evaluation Consultant will develop and implement M&E systems for the DTC regional programme, identifying gaps and opportunities. Responsibilities include monitoring programme results (outputs and outcomes) by collecting and analyzing data, tracking the timely completion of activities, and updating the performance measurement framework. The consultant will provide timely data submissions and analyzed reports, maintain a results-oriented database, and serve as a focal point for baseline and end-line surveys. They will contribute to annual work plans, facilitate the documentation of good practices, and provide technical support for annual progress reports and the final programme report. M&E support will be provided for community-based interventions and for youth-serving institutions in Egypt, Morocco, Jordan, and Tunisia. Capacity building for partner organizations on M&E is also a key responsibility, alongside monitoring the impact of social mobilization campaigns and advising the DTC programme team.
Work Experience
A minimum of 7 years of professional experience in Monitoring and Evaluation for international development programmes or projects is required. Experience in M&E for gender equality and women's empowerment programmes, with analytical work in gender and masculinities, is essential. In-depth understanding of cultural nuances related to gender norms in the Arab region and proven experience cooperating with diverse stakeholders are necessary. Previous experience with the UN system is desirable.
