In Tunisia, UN Women supports gender equality through governance, economic empowerment, and ending gender-based violence, collaborating with government and civil society. The UN Country Team (UNCT) in Tunisia is committed to gender mainstreaming, with the Gender Thematic Group, co-led by UN Women, coordinating efforts. This role supports the UNCT's second comprehensive assessment of the UNCT-SWAP Gender Equality Scorecard.
Job Purpose
This consultancy aims to support the UN Country Team (UNCT) in Tunisia in conducting a comprehensive assessment of its performance against the UNCT-SWAP Gender Equality Scorecard. The consultant will provide technical assistance to the Inter-Agency Assessment Team (IAAT) to evaluate gender mainstreaming efforts across UNCT planning, programming, partnerships, and organizational culture. The purpose is to identify strengths, gaps, and best practices, and to develop a roadmap for strengthening gender equality integration and accountability within the UNCT. This will contribute to enhancing the UNCT's effectiveness in achieving gender equality and women's empowerment in line with national development strategies and global UN requirements, feeding into the new cooperation framework.
Responsibilities
The consultant will provide technical support to the Inter-Agency Assessment Team (IAAT) for the UNCT-SWAP Gender Equality Scorecard comprehensive assessment in Tunisia. This includes supporting the IAAT in developing the methodology and workplan, conducting desk reviews of relevant documents, and assisting in the in-country self-assessment by collecting and analyzing data. The consultant will contribute to the gender analysis of verification documents and provide technical support for organizing working sessions with stakeholders. They will also help adapt the rating matrix and prepare supporting analysis for debriefings with UNCT Heads of Agencies. Furthermore, the consultant will draft the comprehensive narrative report, contribute to the Action Plan, and support presentations of findings and recommendations to the Gender Thematic Group and the UNCT for feedback and endorsement, ensuring the final report and action plan reflect all feedback.
Work Experience
A minimum of 5 years of experience in mainstreaming gender in international development is required. Experience in gender data collection and analysis, including interviews, surveys, and focus groups, is also necessary. Desirable experience includes working with the UN on gender equality, familiarity with the UNCT-SWAP Gender Equality Scorecard, results-based management, and conducting gender training. Proficiency in MS Office and internet communication is required.
