Organizational Context

UN Women Kazakhstan, in cooperation with the Ministry of Internal Affairs, is implementing pilot training sessions for specialized domestic violence units. These units, established in 2025, comprise approximately 1,000 officers nationwide. The training aims to enhance officers' knowledge and skills in gender-responsive and survivor-centered approaches, addressing domestic violence and promoting psychological resilience.

Job Purpose

This consultancy aims to provide international technical expertise to develop and deliver a training program for officers in Kazakhstan's newly established specialized domestic violence units. The training will focus on gender-responsive and survivor-centered approaches to combatting domestic violence, aligning with international standards and national legislation. It will also address professional burnout and psychological resilience among officers, contributing to improved safety, justice, and well-being for survivors of domestic violence.

Responsibilities

The consultant will review Kazakhstan's legislation, policies, and practices related to domestic violence response, and international standards for gender-responsive policing. They will consult with UN Women and the Ministry of Internal Affairs to identify training needs. Key responsibilities include developing a two-day, practice-oriented training program and materials adapted to the Kazakhstan context, and delivering these sessions in pilot regions. The consultant will also analyze participant feedback, identify capacity gaps, and provide recommendations for strengthening the response to domestic violence and officer well-being.

Work Experience

A minimum of 4 years of professional experience in violence against women or domestic violence, including within Kazakhstan, is required. Experience in developing and delivering training programs on these issues for law enforcement professionals is also necessary. Demonstrated knowledge of Kazakhstan's legal and institutional framework, international standards, and experience in policy development are essential.
