Organizational Context

UN Women Kazakhstan, in cooperation with the Ministry of Internal Affairs, seeks an International Consultant/Trainer to strengthen gender-responsive police response to violence against women and domestic violence. This role supports specialized police units by developing and delivering training on survivor-centered approaches, international standards, and officer well-being, contributing to improved protection and justice for women and girls in Kazakhstan.

Job Purpose

This consultancy aims to enhance the capacity of specialized police units in Kazakhstan to respond effectively and with a gender-responsive, survivor-centered approach to violence against women and domestic violence. The consultant will provide international technical expertise to develop and adapt practical training content and materials, and deliver pilot training sessions for approximately 1,000 officers. The initiative is crucial for improving survivors' safety, access to justice, and preventing secondary victimization, while also addressing the psychological well-being of officers dealing with complex cases. The role directly contributes to UN Women's mandate of eliminating discrimination and violence against women and girls.

Responsibilities

The International Consultant/Trainer will review Kazakhstan's legislation and international standards on gender-responsive police response to domestic violence. They will consult with UN Women and the Ministry of Internal Affairs to identify training needs and challenges faced by specialized units. Key responsibilities include developing a two-day, practice-oriented training program and materials adapted to the Kazakhstan context, covering gender-responsive approaches and officer well-being. The consultant will deliver these training sessions in pilot regions using interactive methods. They will also analyze participant feedback, collect observations, and develop practical recommendations for the government to strengthen future responses and capacity development, culminating in a final assignment report.

Work Experience

A minimum of 4 years of professional experience in addressing violence against women and/or domestic violence is required. This includes at least 4 years of experience in developing and delivering training programs on these issues for law enforcement professionals. Demonstrated experience in policy recommendations and previous work with UN agencies or international organizations is also necessary. Experience in Central Asia is an asset.
